Do you mean Ulead Video Studio?
If so then ULead default to snapping clips together. I suspect that they do this on their budget package to prevent users from having gaps between clips.
Of course if you do want gaps between clips then simply insert a solid colour image (EG Black). You can, of course swap/move clips aroung the timeline (and Storyboiard view) quite freely, but only within the overall project duration, and clips will always snap together.
If you meant Ulead Mediastudio then you can place clips wherever you want.
