Software to manipulate existing video

Hi,
So I've been asked to help out for a grad dinner video but have absolutely NO idea where to start software wise.
What we're aiming to do (and please ignore the potential copyright enfringments) is take clips from films and insert the faces of our lecturers over the faces of the actors. BUT I have no idea which program to go with.
I half read something saying that Vegas was the way to go. Is this the case?
And if not is there something else that you can suggest?

Any help here would be very greatly appreciated.

Yes vegas can do what you're after as most other NLE's can. As far as taking clips of DVD's vegas can not if they have copy protection.
