Default Vegas Pro 8 - Headshot "Zoom"

Hello everyone.

I am trying to recreate the technique used in the introduction of the TV show 24 when all the main characters are named. For the uninitiated, it's a technique where a freeze frame of the character is shown, followed by a "zoom in"/focusing with a black envelope that starts to expand from the edge of the screen until the headshot is captured. I've only got the freeze frame down so far.

I thought I could do it with either Pan/Crop or Track Motion, but I haven't been able to figure out. If someone has any insight, that would be extremely useful. I wanted to spoof this part for a potential movie that I'm making.

The effect I want to simulate happens around 1:12 in the video.
