I'm trying to do some editing and want he effect that is used in this clip from 22-30sec, sorry if this is the wrong forum

If you mean the splitting into segments take a look at this thread

It's long but has a variety of ways of doing this. If you're using V6 Movie Studio rather than full Vegas 6 it'll take a lot longer as you'll have to do intermediate renders due to being limited to 4 video tracks.

Pay particular attention to the method described by Grazie.
