Default Vegas, mediastudio or something else?

Ey, I've started messing around with DV editing in the last couple of months. So far I've been using Ulead Videostudio 9 which came with my camera.
I'm looking for something with more features now and was wondering about peoples thoughts on the best (under $200) editing program.

I'm mainly interested in being able to add special effects to my films.
