Default Bluring out things in video

i was wondering how do u blurr out things like they do on tv. such as middle fingers, nudity etc.

What software suite are you using?

I know how to do this in After Effects but in Vegas... I'm not completely sure.

well you have to have a plugin called "Cop Blur". if you don't have that the only thing i can think of is to do it frame by frame. but that's a pain in the ass of course...
