Default capturing question

I'm really new to video editing. Is there a way to capture from a burned DVD? The DVD was burned from a JVC cam at the moment it was recording.

When I used Sony Vegas to open the file it was very crunched and only half the music was there. It plays perfectly on tv though. Is there something I'm missing?
