Example I have a larger educational video 640 X480 and I want to embed a smaller 160 by 120 video of the narrator in the upper right hand corner. Is this possible with Vegas or with anything? How would I do it?

Any help you all might offer would be greatly appreciated!

Sure. Vegas excels at this.

Track 1 (T1) - Your talking teacher

Track 2 (T2) - Your BIG picture.

However if you want to FURTHER manipulate the position and size of the T1 event/events:

#1 - Click the track Motion icon/button on T1. It is next to the TRACK name.

#2 - Once into the Track Motion adjust window you can position, rescale and once you get the hang of it you can ALSO move the track in 3-D space too.
