The Event FX Menu includes the ability to do precisely what you want, without the need to split the Event.
Each Event FX Menu includes a Mini Timeline, it is similar to the main Timeline, except it is just for THAT FX that you are working on. Using this Event FX Timeline you can easily tell the FX to start, stop, gradually increase you can even adjust how quickly to change from one FX to another OR how quickly an FX vanishes!
This is done by applying a Key Frame diamond at that point in your video on this Mini Event FX Timeline. If you also click on the Sync Cursor you can also SCRUB this Mini Event FX Timeline and apply changes that will be reflected in Preview and see exactly how this looks in Preview AND it is FRAME accurate too. Very very simple indeed.
Yes you CAN split the Event. But then you would have two pieces to the event; with the option to misplace one away from the other; put one part of the Event in front of the other; NOT be able to treat the Event's 2 parts as one - unless you Group them! And so on. So for me it is better to use the Event FX mini Timeline and adjust the effect of an FX OR even GROUPS of FXs using the Key Frame Diamonds.
