Nero is probably the most popular and burning software on the market - and for good reason. The latest incarnation of this CD burning utility supports the creation of DVDs as well as (s)VCDs, all of which being achieved through an intuitive wizard system. Nero ships with it's own encoder, but for the best possibly quality recommend the excellent Tmpgenc. Click here for a guide to encoding. Although Nero supports the creation of DVDs, it only facilitates burning the pre-configured vob files and folders. I tend to use my DVD authoring package to burn DVDs.
Bearing this in mind, I'll assume you have already created your mpeg1 for VCD creation or mpeg2 for DVD/SVCD burning. Please note that you'll either burn coasters or Nero will refuse to create your VCD or DVD if the MPEG video doesn't match the standards (for an overview of these standards, click here).
Upon opening Nero, you should be presented with the following screen. Click Wizard to be taken through step by step to Video CD creation. If you want to jump straight to the final step or create a Super VCD, click here.
You can access CD creation the wizard by clicking: File > New. If you have a DVD burner installed, Nero will prompt you to choose DVD or CD recording. To make your VCD, click on CD and then next. Click "compile new CD" from the next step, followed by "other CD formats", then finally Video CD. At this stage you should be presented with the following screen:
click finish to bring up the file manager. Simply drag your VCD compliant MPEG to the left hand pane to build your VCD. If you don't have a compliant video, the following screen will appear:
To ensure that your Video CD plays in a stand alone DVD player, use Nero to re-encode the video. However, I would strongly advise the use an external encoder such as tmpgenc with a VCD template to maximise quality. Turning off standard compliance will no doubt lead to coasters.
The final step is to burn your video CD to disc. Simply click the button.
You can jump straight to the above step by clicking on the Video CD or Super VCD icon in the new compilation window (File > New), then pressing new to bring up the relevant browsers.
