Default Filming an election ... any ideas?!

Hello ... today I was asked if I could film our local council's Young Mayor election process. They want me to produce a short piece of film showing young poeple casting their votes, and the subsequent vote count. This will be played on a loop during the announcement of the winning candidate.

My question is .... how can I make this look exciting and dramatic to try and build tension? I'm thinking I can most likely get some good close ups of vote cards being filled in and posted, some nice establishing shots of the schools where the voting is taking place, and create some graphics using photos of the 52 (!) candidates.

Does anyone have any suggestions of shots to look out for, or methods of editing to liven the whole thing up?

If theres a good sized line, you could probably shoot that from back of the line to front then in editing fastforward it.

Anyway, back to the topic at hand . . . I have done highlight reels for a number of "dry" conventions. I try to target the bulk of my audience (age, demographic, etc) and use appropriate music and editing style. I also try to follow some sort of story line (so to speak), and include sound bytes, set-up, cover shots, and any interesting b-roll I can find. This is a big education technology convention I did the highlight reel for, shown on the last day of the convention (4 day total). I was given a format of from 5 and a half to 6 minutes. It is a bit long if you weren't there, but maybe you can get some ideas. Please hit the HQ button.
