I thought it was in the video effects. But its in the Montage themes with a background that you can only change the colour. so probably not suitable for you. I don't know if Vegas or any others do this.

If OP means the Z-axis (ie into the screen), just where is the Editor supposed to pick up the data? It's a 2-D image at best.

I suspect such an effect needs 3D software then import it as a clip, but I dunno, sorry.

yup vidmanners..u r correct...i figured it out using after effects...using a null object and camera layer
