Pinnacle 9 Mobile Format???
Can Pinnacle 9 convert video into G3P format for mobile devices? If not what software can?

I don't believe it can (I can't check but I am fairly sure it doesn't). You can try
www.videohelp.com/tools?tool=3GP_Convert
(just do a search for 3GP if the tool doesn't come up)
or even Nokia's own phone software I believe can do this.
