Professional Editor

Hi guys i want a editor in which, if you guys seen COPS, when some peoples' faces are blurred out. I wanted to know which editor does that? I have heard of alot of editors and i know about editing so iam not a complete NewB but don't know which one will fulfil my task. Thanks

im sure lots of editing progs can do this task... its just a case of knowing what effects and masks to apply, altho i have never done this effect im pretty sure i could do it with premiere pro 1.5 and i know for sure that affter effects can do it.
