Default Have anybody use this sofware? I have some questions.

I brought this software Video to Flash Encoder on the internet.
The website is http://www.flash-on-tv.com/vtf/video-to-flash.html
Is there a good way to import DV into Flash and use it to rotoscope frame by frame on a Wacom Tablet?
