Default ntcs to pal

i have a video from north america using my vcr and capture hardware
can i convert it to pal with pc.?
any advice would be helpfull

This topic has been covered numerous times: do a search on "Convert AND NTSC AND PAL" and it'll throw up some interesting stuff. The nett, though, seems to be that you can capture as an NTSC file and then export, using whatever video editing software you're using, as a PAL file.
