Default Recommended hardware/software

I'm curious if there's any hardware/software that would allow me to take live video into my computer, make small edits, then stream back out. Small edits essentially is resizing the video and adding image overlays to it. If anyone knows of any hardware or software that makes this easy, I'd be glad for any advice. Thanks.
