pretty much any 'modern' PC will do the job here.

For Premier Pro the graphics card is irrelevant is PPro does not do any GPU preocessing.

Get a bare minimum of 1Gb of Ram, Get at least twpo physical hard drives. One for the OS and s/w, the other (lareg one) purely for video. make sure the box has a firewire port for video capture.

OK, you've changed the requirement slightly here and it makes a difference - slightly.

AE does use the GPU in a graphics card (sometimes) so you do need one now.

I'm no box builder so can;t comment on component choices but my statement about 2 physical hard drives should not really be considered an option. neither spec you quoted has two drives in it so I simply would choose neither - sorry.

You need an HDD fro the OS and s/w. Something like an 80Gb drive will be fine. 10000rpm is good for OS and s/w drive.

For video drive(s) as big and as fast as you can get them. Remember standard def captures run at 12-13Gb per hour of footage. you need more space to edit and render. High def footage needs 4 to 5 times as much disk space. See where I'm going?
