Default Optimum PC for Video work?

I may have asked this question before and if I have not I bet someone else has.
The thought crossed my mind that it may be worthwhile to buy a computer and keep it just for working on video and digital photographs.
Would anyone care to sugest what spec I should go for and what sort of price I should expect?

Anything with 2 cores and 2 drives and 1gig min ram would be fine.

And with the minimum amount of clutter on it as possible. Keep it offline. Have no firewall/antivirus/spyware/modem/isp software on it at all. No networking. And optimised for editing:

2 cores - a dual core processor. Untill about the last year or so nearly all pc processors were single core, one processor - now intel and amd are putting 2 processor cores, or 4, on the same chip to increase performance. It's like having 2 processors running at the same time.

Intel core duo - dual core
Intel core 2 duo - quad core
AMD 5000 x2 - dual core, indicated by the X2
