Default Web Application to Capture and Store video

Is it possible to capture and save video in a web interface? What the goal is to have a digital recorder attached to a laptop, which would capture a live stream and save it to the HD. We need for the player to have a playtback feature as well in the web interface. The issue is how do I go about capturing, coding, and saving the video to a file.

Any help is appreciated! Thanks in advance
