Default best hardware for mpeg-2 encoding?

Is there a hardware based solution for importing DV video straight to mpeg-2 format to burn to DVD directly? If so, what are some good ones?

Cards like the ADS Pyro1394DV seem to suggest real-time mpeg-2 encoding but thr fine print says software based....which in my experience is anything but real-time.

Looking at the Pinnacle Studio DV card but their documentation isn't clear on the subject.
