Default Subtitling hardware/software benchmarking

Hi all, this is a first time and possibly only-time post, but its for a good cause:

My stepfather is a free-lance subtitler and is looking to upgrade his workstation. I'm pretty savvy overall with application performance and benchmarking, but don't really know what I'm looking at when it comes to processing timestamps and what the hardware requirements are for importing video files when taking account of these considerations. I was hoping you could help.

My question basically without the preamble:

What is important when considering hardware for video editing that involves importing DVD files and marking timestamps?

I realise as always that this may not be quite the right forum to ask in, but would appreciate any comments, positive or negative.
