I have a friend who runs a surfing school, who has about 100 dv tapes of material (students learning to surf). He wants to edit it down to the best scenes, then store that material away for later use. He'll want high quality DVD output in the end, so I'm guessing he won't want to compress it much. What is the best process to achieve what he wants? store the edited video back to DV tape? store it on data DVD? some other process?
He's using Premiere Pro on Windows XP.
Any and all advice wiil be appreciated, thanks!

put it back to the tape. that way you will not have to be compressed at all.

is it possible to create dvd ready files, and save them for later use? to perhaps be combined with other similary processed dvd ready files? does that make any sense?

Yes. You can create DVD compliant MPEG2 files.

am I right to assume that it's not possible to compile the files into the DVD format, ie, the output that the DVD authoring software creates (.vob files, etc.), to be combined at a later time with other files created the same way?
as for an external HDD, that's possible, tho it might be expensive for him, since he operates on a tight budget, in Brazil, where that kind of hardware doesn't come as cheap as it does up here in gringoland.

Kinda correct. You can encode as DVD compliant MPEG2. When you're ready to put a bunch of video together, you can just author them and create a DVD. This basically involves converting the MPEG files to VOB file(s) and making an IFO file(s) which contains info about the video.

I just heard from him, his actual problem with the HDD is the heat and humidity where he operates, he has blow a few already... is there such a thing as a specially sealed HDD? He says he wouldn't mind paying extra for something like that.
as for storage of the video, what he wants to do is edit it all, copy it back to dv to preserve it, then create a DVD for each week's best scenes. He'll want to duplicate those DVD's to sell to students and to use internally, probably up to 10 - 15 copies or so each. I guess he can just use the authoring software to create those? or if he has a dual DVD drive, he can copy them easily that way? or should he look into copying hardware?
also, he's worried about copy protection, but I assume that's not an issue at all for homegrown DVD's, is it?
