Open the task manager (control - alt - delete all at the same time), select performance and play the video - if it is 100% then the pc isnt powerfull enough to play the video.
You could also make sure you have the motion jpeg codec installed, but you probably have if it is trying to play. Maybe try another as mjpegs can use lots of pc power to watch and some codecs may be more efficient than others - just google it.
