Is there something not quite right??

I am running a P4 630,3.0mhz, 2 gig ram, GeForce6600gt(128mb)vid card, Adobe Premier Pro. Playing back vid with FX (slow mo with black and white and noise), the image in the programme monitor is very jerky and sometimes strobes then seems to catch up. If I add brightness to a clip to lighten it up a bit, it does the same thing (stobey then goes normal and then strobes again. I seem to think that perhaps my pc doesn't have enough "grunt" to keep the clip stable.
Anyone with any answers or tips??
