Default NTSC to PAL

I have a lot of records, that are encoded in NTSC, but when I burn a CD, my DVD player doesn't show the content very well. If i put in a disc with PAL material - everything's ok. Can you suggest me a program (it would be better if it was free ) which can encode NTST to PAL (quality is very important for me)?
