Default Newbie question: which program is best advice please?

hello, im looking to make a video for my brother, but what i would like to do, is using a picture of his face, to cut out the mouth, and then put my mouth in its place, to make it look as though he's speaking?! if that makes sense. if anybody has seen soccer am in the uk, or similar tv programmes, they do it on there!

what id like to know is, whats the best program to do something like this, and how would i go about doing it!

any help is muchly appreciated.

Something like After effects would be the best program to do it in,

but you could get a similar effect with most half-decent editing app's. Premiere Elements is one accessable program that would do it pretty easily.

using a matte would be a good way of doing it, allowing you to make the small mouth area of the photo transparent (or everything apart from the mouth)

if this is your first project, you'll probably need to do a bit of playing about in whatever app' you choose to work out the simple things before trying to do this effect smoothly. A quick search of the help file for Matte will tell a lot of what you need to know.
