Talking Blurring a section of the shot.

You know those car chases where the camera take catches the footage of the car in front. IE Police car chases.

How do you blur out the number plate on FCP?

A similar question was asked last December.

Again, it depends on what software you're using. I wrote an answer for MEP-10 back then.
