Default Which tools should I use

I have an assignment in school which involvs some video edditing and I'm quite unwitting in this field. I have a serie of photos that I'm going to make transitions between. I nead strict control of parameters such as the blur from frame to frame. I don't know what tools I should use, the only one I came up whit was using photoshop whit a script, but maybe there is better ones?
