I think I understand what you mean, and if I'm right, you'll want Adobe Photoshop CS2 and Adobe After Effects 7 Pro. Photoshop is used to create the actual graphics, and After Effects is used to animate them, layer by layer of the Photoshop file if neccesary.

It all depends on what you want to do. If it's just graphics you want to make then Photoshop is the way to go but as the previous contributor points out if you want to do anything more fancy such as animation and special effects with them, then After Effects is what you need.
