Default Importing directly from DVD into Premiere

I'm trying to edit video clips recorded directly from the TV into DVD disk. The original files are stored as VOB files on DVD disks. Currently, I use a software called DVDPean to convert these VBO files to either WMV, AVI, or MPEG files, then import them into Premier Pro, edit them then export them as either WMV, AVI or MPEG. However, in these two processes there is loss of picture quality. To my knowledge, Premiere does not allow importating VOB files. Could you suggest an alternative way so as to reduce loss of quality in the two conversion processes.
