I have a little movie and I need to blur a certain area og the movie, it is in certain area in certain times in the movie.

The thing is, I wanna blur out a licensplate on a car, and the car is moving so.... is there a way to blur out only the licensplate without having to sit and do it frame by frame ?

And also, what program would you recommend.

You won't have to do it frame by frame. By using keyframes you can track the movement of the licence plate - it doesn't have to be exact if you make the blur area slightly larger than the actual area.

You could get away with only a few keyframes if there's not too much movement or if the movement is constrained to a particular area.
