I have seen this done before as a joke.
A cutout picture is moving around with the moving person in the video.
It looked fake and stupid but that is what I want.
I have access to Vegas 4 and MPG Wizard

First thing Chulio is to get a picture file of the face you want with a transparent background. PNG or GIF would be fine.
Add a video track above your moving person track.
Use track motion to move the face in tanden with the actual person. I guess it will be a long process to complete properly, but the results should be good. (Look up track motion in Help if you're not sure, or post another message back for more help.)

Thanks for the response.
I have been playing around with that technique and my problem is the movements are defined by templates in Ulead
Is the a way I can maually move the overlay fram by frame and have it record the automation
or
Can I somehow just go frame by frame and paste in the overlay. It is a non changing picture that I'm adding to the video?
I am a recordng engineer and this seems preety tricky compared to that

You can alter the moving path with this software.
1. Click on the video clip (or Image) that you want to apply the moving path to.
2. Right click the clip and select Moving Path
3. Select the preset moving path of your choice. (For the sake of simplicity lets assume its the 2D Basic Moving Path) Incidentally you can click and drag the moving path from the Production Library onto the clip/image on the timeline.
4. Now click the 2D Basic Moving Path in the Effects Manager.
5. All you have to do now is set appropriate Key Frames and alter the Width, Height, X and Y values accordingly. To set a key frame slide the timeline scrub (the blue bar) to your desired position and click the Add Keyframe button (the plus sign).
Alternatively you can also download the free trial of ULead VideoGraphics Lab and see if Video Paint helps. This is a video compositing tool. And whist it is very good it is not necessarily easier to achieve your desired effect. But it will give you more control.
