Default Making size ratio smaller but keeping quality

Ok so my original footage is 640 X 480. is there any way I can take this down to 320 X 240 but keep all if not most off the quality. At the moment I have to save the videos at 512 Kb/s in Windows Movie maker. I have Adobe Premier Pro and Premier and Sony Vegas 5. I don’t know if I am able to do this with any of those programs.

you can do it with any of your other programs, but don't expect the same quality. it also depends on your source. if it's already compressed, the odds are against you.

Yeh but anything above 512 the video size increases to 640 X 480 and i would like it at 320 X 240. err I record my videos with my Sony DSC-W7 Digital camera. it records ... 'MPEGMOVIE VX' i dont know if that helps. i will try with one of the other programs and see if i see a change.
