Default Whats the best software to add and remove audio clips?

Hi

I am totally new to this and have no idea where to begin so any help would be much appreciated.

I have some foreign video clips and I need to replace the speech with English and vice versa.

I have looked at loads of software packages from microsoft movie maker to Adobe premier and Ulead Multimedia and have no idea which one is the best for what we want to do. Adding different speech to a video clip is basically all we want to do, although it would be nice to be able to swap between the original and the new.
The new speech can be a conplete translation (is there anything out there which can translate foreign speech and put it in another language?) or into something that doesn't make sense at all in context withthe video (its for a university research project).

Adobe premiere will do that. You can add umpteen audio channels and turn them on and off as required.

However, it sound to me like you'll do better to record an alternative sound track and simply off the alternative soundtrack as an option on the DVD you are producing - assuming that's what you're delivering on.

How would you go about recording an alternative sound track and would you require specialist equipment for this?
