what is the best video editing program for skateboarding movies? (in your opinion)

any half decent app will be OK, try out the trials of a few of the big names and see which one you like.

I use Premiere to edit surf footage, I find it's easy to perform precise edits to the music, and the lay-out isn't too cluttered which will be important when you're dealing with lots of clips a few seconds long. But that's my own preference.

You'll be able to achieve most effects you see in skateboard videos in most of the software in a bit of time.

and what dvd burning program can u make custom menus with submenus (so you could click play and it would play or click "special features" and it would go to a new menu)

again, most of the DVD authoring programs will allow you to do that, maybe not the very basic ones,

There's trials available for the popular packages,

I have used Adobe Encore to do what you describe, but I think you could do it in any package, Ulead, sony etc. etc.

it's down to personal preference again.
