Default Video quality

I've just made my first video edit in Adobe Premier Elements. The program is great and intuitive, but I was quite surprised by the poor quality when watching the video for the first time on TV. When an object moved a little fast, the quality was poor!

The DVD was burned at max quality.

-Could there be a problem with the capturing?
-Is it a problem having several active programs(i.e. games) running when capturing?

After som more research I think the problem has to do with something called interlace.

When watching a clip selected from the Media window the picture looks good, but when watching it from the timeline the two fields of interlacing are discernible.

No, I've still got problems. I'm a newbie, and I know that several others have a similar problem, but I cannot solve mine.

-I've captured from my camera, and checked the imported AVIs. They look good.

-I've started a new project in Adobe Premiere Elements and added the media for my video.

-When I watch the added media on the monitor, it looks pretty good although low resolution.

-When I click an drag one movie clip to the timeline and watches it from there, it looks very bad. This is where I see this interlace problem.

-I've tried to "always deinterlace", but with no good result.

Please help me.
