your using software that encodes the video to mpeg 2, as well as authoring, this is never the best way to go.
If you capture to mpeg2 then say use dvd lab pro, you may have better results.
In dvd lab pro you demux the files, into a video and sound file, then let dvd lab author the dvd. This is what I did in the early days when having that problem.
