Default Video effect/edit help? How to?

Hey guys,

I'm going to be making a video soon and need to know how to do this "skipping" effect. I'm not sure what it's called so Google hasn't been any help. Take a look at this video (beginning at about 16 seconds) LINK

Any help would be greatly appreciated,

Alan that's using AE right?
I would have probably made a whole mess cutting and moving around in the timeline to achieve this effect with FCP

In Vegas you could simply set the undersample rate of the event to something less that 1 (eg in PAL setting it to 0.2 will give you approx 2.5 fps.

not sure if what i said was the right term for this and even if it is not sure if it;s actually the best way forward. posterising the time would come out a bit too flat i reckon. the times gaps would all be the same. I think what i would do would be to use After Effects (cos it;s what I know) and make the time stops a bit random either throwing the time remapping tool on it and keyframing the time using the wiggle tool or throw somethign like videocopilot's twitch at it.

In vegas you would change the frame rate of the clip, probably less then 10fps then you would make it into FAST-motion/speed up the clip. Lower frame rate and speed up the clip.
