Default wtf is the video server and why only it works?

hey i followed the dv encoding tutorial on this site and used the video server to export to mpeg format... and it worked! nothing else was able to make a half decent video but this one coupled with tmpgenc plus did the trick.

But why is the premier pro video server from videotools.net the only "video server" around or is there more it seems very usefull. Why can NOTHING in adobe premier encode anything with quality?

whats going on? why cant adobe premier pro do this? I paid a lot for it. any insight for me would be great.
