You will need a Video Editing Package that supports basic filter and compositing tools. I think Final Cut Pro will do the trick, but check out the specifications at http://www.apple.com/finalcutpro/

u can import your video file into after effect 'n blur out the image, then save the final render video file as a selfcontain Quicktime movie. Hope u have the app in your computer.
