Lightbulb VCR to DVD what software/hardware is the best?

I need to convert around 300 VCR tapes (some are PAL some NTSC to NTSC).

I saw Pinnacle products that come with hardware but some users wrote that its crashing often.

Anyway my question is what is the best reliable hardware and what software to capture videos from VCR and transfer them to DVDs?

Also what are recommended PC specifications for this?

Thank you in advance!
