Default Direct X -- Which update ??

As usual, whenever I go to a Msoft site for anything !! there are about
731 bizgillion (squared) ,plus or minus 3 or so , choices for anything.
Versions, ....if you have this or that ?? ... etc. Link provided on the .uk
website I found in this forum takes me to -- yes, a list of choices. There
is a mention in the notes for the "end-user" link, that says this Direct X
does NOT have DVD components(paraphrasing). Sounds like I would want that for DVD editing? Here is the link I refer to. Please help.

See no harm whatsoever in installing DirectX 9.0b End-User Runtime
