Brightness and contrast controls should exist in any video editor. never looked for 'sharpening' filters for video but they are standard image editor filters so would expect to find them.
What s/w do you use? maybe someone can give you specific instructions.
What you will find though, depending on how dark the footage is currently, is that increasing brightness will add noise to the picture which can be hard to get rid of.
