Default Exporting for DVD vs Exporting for PC

Hi,

I've just started to get my head around pixel aspect ratios, and I have a question. (I'm editing in PAL).

If I have edited a 720 x 576 video with a pixel aspect ratio of 1.422 (16:9) and export it to a DVD. It will playback at a 16:9 aspect ratio on TV and PC/Mac.

However, if I just export the video to desktop, the video will squash back to 4:3, unless I export with an encoder/use square pixels. So I'm wondering. Is it required to export with square pixels when exporting to desktop?

So then it's a playback issue?

Because I've exported as both quicktime and Microsoft DV Avi, and both squash to 720x576 square pixels unless I use software like VLC to manually changed the aspect ratio of the video. But when the video is put onto DVD the computer plays it back as intended.
