Question changing frame rates for export

Hi, just looking for some help,

Have a project to do and everything has to be exported at 30fps in final production. I'm doing some filming with my digital camera and it records at 15fps, and I can't change the record rate.

Obviously when I put it into after effects and export as 30fps it goes half speed.

I'm a bit of a beginner and would like some advice on how to edit my imported video file so that it goes at 30fps...if there is such a way. I don't want to edit it too much so that the final quality is awful.

Also I don't have Premier as my trial has run out and can't download again, any suggestions on what to use?
