Default Movie Maker 2 features help

What I particularly enjoy about Movie Maker is that it can segment a large video into smaller clips using some sort of frame comparison. That's probably only reason why I use it since it saves a lot of time.

Is there any program than can do that as well? I find the rest of the program [Movie Maker] inadequate for my video so I need a slightly more robust one.

Almost any video editing software will automatically capture video based on 'scenes', be it based on the timecode, or movement in the video.
