Default How can I mask a fraction of a video frame?
I don't want to crop or size the video frame down, but I want to mask or blur a fraction. Like hiding a man's face who is standing still. Any ideas? Thanks.

Don't know if you have premiere pro, but below is a link you might find usefull.
