Default I want to buy a video editing software which...

I want to buy a video editing software which is more acurate, wich have
many frames (hundreds) per second and a frame can be set automaticaly to be
paste periodically in the video project on and on, at an interval time (miliseconds)
set by me.

Wich software have such facilities and how can I get it? I should be very gratefull for any answer or sugestions.

Video does not work like this.

While most applications have the facility to change the projects frame rate it is down to the video itself.

Normal video is shot at 25/29 fps. If you need more you need to use a high frame rate camera but these dont come as consumer units.

Why do u want this feature? What are you trying to achieve?

I am a real beginer so please indulge my ignorance. I suposed that more fps indicates a better program. Still, I saw that Windows Movie Maker operates with more than 90 fps and Edit Magic with more than 900 fps.What does this means?

You saw another setting on both programs which has nothing to do with fps, were exactly did you saw that 90 or 900fps?
