It's most probably simple, but I wanted to know how you create a choppy effect in video editing. Here's a sample of what I mean:

It doesn't seem like a speed thing... it seems as if it's either skipping some frames or freezing every split second. I like the effect.

The frame rate has been reduced, so not the normal 25fps but maybe 12fps

i use it on some dancing clips myself, in Vegas, RC clip, properties and reduce in there
